Ramashraya Roy’s “The Congress Party of Bihar” (New Delhi) wrote as to how Harman Lakra, District President Adivasi Mahasabha, Ranchi wrote to Dr. Rajendra Prasad regarding the exploitative nature of Diku’s and there was need to do some thing to mollify tribal sentiment. The claims of Chotanagpur region for representation on the Cabinet was recognized as early as 1937; but the person included in the Cabinet was not a tribal but Hindu, (Dr. Rajendra Prasad’s Atmakatha Page 477-478).
Even in 1946 when Congress Ministry was formed in Bihar it was insisted that a genuine inhabitant of Chotanagpur should have taken from Chotanagpur as Minister. Mahatma Gandhi, Sardar Patel Moulana Azad along with Dr. Rajendra Prasad realized the gravity.
Dr. Prasad sent three emissaries in 1947 to talk to the Adivasi leaders to dissuade them from the demand of Jharkhand, but all in vain. With Thakker Bapa, Dr. Rajendra Prasad opened the branch of Adim Jati Seva Mandal at Ranchi with the above purpose as well as amelioration of condition of Tribals.
